The DAAD Helmut Schmidt Scholarship Program (Public Policy and Good Governance) supports future leaders from developing countries who want to promote democracy and social justice in their home countries. The program offers Master’s degrees at various German institutions of higher education in disciplines that are of special relevance for the social, political, and economic development of the applicant's home country. The scholarship is designed to qualify graduates to take on leadership positions in their home countries. It includes a mandatory six-month German language course in Germany before the start of the study program. The program is funded by the German Federal Foreign Office and covers various Master's programs including Social Protection, Development and Governance, Public Policy, Peace and Conflict Studies, and Development Studies.

Eligibility Criteria

Applicants must have a first university degree (Bachelor or equivalent) in a relevant subject such as social sciences, political sciences, law, economics, or public administration.
The last university degree should have been obtained no more than six years prior to the application.
Applicants must be from a developing or emerging country according to the DAC list of the OECD.
Candidates should have a strong academic record and a commitment to social and political involvement.
Proficiency in English or German is required, depending on the chosen Master’s program.
Applicants must not have lived in Germany for more than 15 months at the time of application.

Financial Benefits

Monthly scholarship payment of €934.
Contributions to health insurance coverage in Germany.
Appropriate travel allowance for travel between Germany and the home country.
Annual study and research grant.
Monthly rent subsidy where applicable.
Allowances for spouses and/or children where applicable.
A 6-month German language course prior to the start of the Master's program.
